General Background: Increasing commuter mobility has intensified the need for effective public transportation, including services connecting areas across administrative boundaries. Specific Background: In Tangerang City, the Trans Tangerang Ayo (Tayo) Bus Corridor IV serves as an important cross-border transportation route. Knowledge Gap: However, previous studies have paid limited attention to operational challenges in administrative border areas and digital access barriers experienced by vulnerable groups. Aims: This study aims to evaluate the effectiveness of the Tayo Bus Corridor IV service using Gibson et al.’s organizational effectiveness framework, which encompasses production, efficiency, satisfaction, adaptation, and development. Result: The findings indicate that the service achieved an effectiveness level of 80.85%, with a calculated t-value of 10.783 exceeding the critical t-value of 1.984. Affordable fare subsidies and comfortable bus interiors were identified as supporting factors. Novelty: This study contributes a contextual evaluation perspective that brings physical infrastructure and digital inclusivity into the assessment of public transportation effectiveness. Implication: The findings suggest that service management should review daily mileage limits, accelerate the construction of permanent bus shelters, and simplify digital access to public services to better accommodate diverse community needs
